"What to do" or "what to change"? About trigrams-IN and trigrams-OUT.
The common way to cast two trigrams is to put the first trigram above.
The first trigram is 'out there', the cause of your concern, the reason you ask advice or insight. It is called 'Hui': regret, concern, consulting.
The second trigram is 'in here'. It is called
'Zhen': answer of the oracle, of the spirits, of universe or any power that you see as divine.
The answer tells you about the best way to deal with this "Hui"-situation.
What can you do, how can you change so you fit in better - the outcome depends on YOU.
But it is also possible to ask "how can this situation change". I am not sure if it is as strong as the 'common' way, asking about what you can do to adapt or solve this problem. Universe can change you, but your own intentions can only change things if you can connect with universe. Your intentions have to be strong, it is not enough to ask the oracle and then sit back and wait what will change. Universe needs your personal dedication, the power of your intentions. "I WANT THIS!!" As strong as the instinct of a small child to hold on to its mother or a mother fighting for her child.
For advice about how to change the situation, the position of the trigrams is reversed and the 'affected' lines are in the upper trigram, 'out there'.
There are self-help books about this, the most well-known by Napoleon Hill: "describe clearly what you want, visualize it as 'already done', and make your intention as strong as possible".
The trigrams can help you doing exactly that. They give you insight into 'what' and offer you advice on what strengths you possess and how you can use them. They will empower your wish.
When you get familiar with the trigrams, it becomes clear how King Wen 'made' the hexagrams: they follow the meanings of the trigrams and their changes, but he made them more focused on reality, on solid facts, creating a manual for generals and other leaders. The yang way to consult an oracle.

Changing the world itself would be a detour, more like telling the future. The result of everyone's actions.
